BUWAYA ON THE ROAD

We are not talking about a popular clothing brand neither an exotic dish that can be found in many places here in the Philippines. The BUWAYAs can easily be found everywhere everyday right in the middle of traffic. 

There is no doubt that some traffic enforcers "BUWAYAs" are the biggest earners on the busy streets of this city. An asset tells us his encounter with one of what they call BUWAYAs on the road.

This was what happened...

It was already rush hour and the volume of vehicles is massive. A BUWAYA stopped us and told me to pull over on the side of the road around 7 p.m.

BUWAYA: Sir, my violation po tayo.

ASSET: Sir, pasensya na po kakalabas ko lang ng parking and I'm about to turn on my headlights.

BUWAYA: Sir, naintindihan ko po pero violation pa rin yun.

With the first part of the conversation, this enforcer was polite in insisting that I made a violation.

ASSET: Pasensya na po talaga.

BUWAYA: Sir, patingin po ng lisensya nyo. Check po ulit natin kung gumagana yung headlights nyo. Saka yung ilaw sa loob ng kotse.

He was doing the routines and made some feedback on my working lights... I didn't realize that he was setting up something dark and evil deed on the latter part of this encounter...

BUWAYA: Wala naman po itong seminar. Babayaran nyo lang po ito sa office namin sa Guadalupe 500 pesos.

ASSET: Sorry po saan sa Guadalupe? Pasensya na po kasi di ako pamilyar sa lugar... Saka kapag weekend po ba pwede ko bayaran dun?

He didn't answer my first question but rather answered me with another question...

BUWAYA: Mababayaran nyo po ba ito ng Monday to Friday?

Oblivious to his set up, I answered his question...

ASSET: Sobrang dami po ng trabaho ko kaya hindi ko alam kung mababa...

He didn't let me finish my sentence.

BUWAYA: P500 po ang babayaran dun pero pwede naman po dito P500 din kaya lang walang resibo.

At this point, I have recalled the routines he made earlier and the reason why he asked me to turn on the lights in the car was also to check if we have a dash cam rolling and recording what's happening (audio/video). That idiot was making sure there's no evidence that can be used against him if I decide to file a complaint. Thus, I was an easy target.

What's even more surprising was that he intentionally placed his phone in his front pocket that instantly covers his name patch so I could not see it. I wonder how many times he already did all these...that bastard is a PRO.

BUWAYA: Pwede nyo naman bayaran ngayon dito, P500 din ang bayad, wala nga lang resibo.

I, being a very busy individual not wanting to waste my time going there to pay for the violation and avoid records on their database, handed him the 500 pesos and went on driving.

It all happened in less than 3 minutes...

We asked the asset why he let it slipped... He could've reprimanded the BUWAYA who set up everything to take that easy money from him. He said that he didn't have any choice and he can earn that money anyway. He even added that it's just going to kill time and he doesn't have any evidence to press charges against the BUWAYA.

The point is that enforcer should've not offered the asset to pay him upfront if he was really doing his job with all honesty. The asset will of course choose to just pay him because the set up that the enforcer did was designed to leave the victim with no choice and make it appear like it's not a direct extortion...

There are tons of drivers who experience similar encounters with all those BUWAYAs on the road who wander around the busy streets free, covering themselves with uniforms that makes them untouchables.

Will there still be a chance for them to be righteous while doing their jobs??? Should we just let the rotting system eat the society and tell the young that there's no better way to solve it but to just roll with it???

We better complete the accessories we have in our cars to be vigilant in everything that happens right in front of us. WHO KNOWS, YOU MIGHT ALSO BE THE NEXT EASY TARGET...
